The September 11 terrorist attack were a series of four coordinated terrorist attack by the
Islamist Terrorist group Al-Qaeda against the United States. The event occurred in the morning
of Tuesday September 11, 2001. It was one of the deadliest terrorist attacks in the history of the
United States as it left more than 3000 people dead (Hoffman, 2002). The attack was a well
orchestrated attack that left thousands of civilians and police officers dead. The event also caused
an extensive destruction of property and triggered enormous U.S efforts to combat terrorism. The
attack was coordinated by the then leader of Al-Qaeda, Osama bin Laden and his associates both
in the West and in Afghanistan (Hoffman, 2002). Although the 9/11 terrorist attack got the
United States unaware, it informed the U.S policy and preparedness to counter terrorism and
terrorist attack events.
There are a series of recommended actions to mitigate and prevent violent extremism
such as terrorism. It is imperative to understand that in the recent years, terrorist groups such as
ISIL and Al-Qaeda have continued to shape the image of the world on violent extremism and
efforts to counter their threats (Bossong, 2008). One of the essential action plans is to strengthen
and tighten the immigration control ensuring that proper examination is conducted on those
entering the country. It is also essential to examine the drivers of terrorism and other violent
extremism within the country and promoting a culture of justice, peace, conflict prevention,
negotiation and most importantly rule of law (Bossong, 2008).
The shock of 2001 created a wave of policy change and more focus on disaster
management and post event recovery plans. The creation of the Department of Homeland
Security transformed the disaster preparedness and prevention. The Federal Emergency
Management Agency proposed a policy framework that improved response and recovery plans.
An essential part of recovery plan is to come up with incidence response team with their
stipulated roles within the response and recovery plan (Mair, Ritchie & Walters, 2016). Having
an incidence response team is essential as it ensures a coordinated approach to the disaster
recovery. Proper training and awareness should be given to the public to foster response and
minimize deaths that occurs due to inadequate response and lack of knowledge on the procedure
to respond during the event. Public training to foster awareness and coming up with incidence
response team with clear line of operations and duties will reinforce the recovery plan and will
help minimize number of deaths in the event of such terrorist attacks (Thieux, 2004).
