Due to the large amount of data generated in hospitals, an information system is important to
improve healthcare provided services and cost-effectiveness. The development of a hospital
information system (HIS) is challenge and complex despite all the benefits. Users
participation in implementing and applying an information system can increase the
efficiency of this system. This article helped to determine the level of users’ participation in
the designing and development of hospital information systems.
In this study, Rahimi et al conducted a descriptive-analysis study over 140 participates from
different jobs (medicine, nursing, paraclinical, health information management, pharmacy
and accounting staffs) in the Teaching Hospitals of Urmia University of Medical Sciences.
Data were collected through questionnaires that were divided into two parts. The first part
was about demographic information while the second was about how much users participate
in developing hospital information systems in four main stages – analysis, design,
implementation, and evaluation.
Out of 140 distributed questionnaires, 120 were collected. This study found that the overall
level of users’ participation in the development process of HIS is very low. This result
indicates that the project manager should engage users views before developing or
purchasing a system in order to ensure the success of the system especially at the analysis and
design stages.
Personally, I believe that users’ participation is very important and crucial in the proses of
developing an information system. Users participation have positive effects on system user
satisfaction and an essential tool to capture the system’s development requirements.

the process of the development of a mobile input device for electronic medical records that
didn’t meet the needs of nurses after development. The article analyzes the reasons for this
failure using various methods.
